Kashmir -A way Forward

Kashmir, which is right now so unpredictable and active on the volcano of hostility and aggression, needs a sincere redressel for the sake of human rights. After all for how long will it be let as it is? It needs a stern way-out so that to see not only the coming summer but all summers to come blissful and peaceful and for that the major impediment is the center's casual and myopic look at the state and its problems though they deliver ample funds from time to time, but still we see social networking sites saying “khoon ka badla june main lenge”, which really prompts the conscious section of the society to ponder over the situation and to look for the ways, it can be tackled with. We need to understand that it a matter of common bruised psyche which unless and until not comprehended and treated humanly will not lead to peace on its own.


On the other hand, So far as the issue of real and grass root level empowerment and mass emancipation is concerned, though many may diverge with me here, but i think this is all the issue of governance and the crisis for empowerment. We have examples from other states like Jharkhand, Bihar, M.P, U.P, Tamil Nadu, Andhra Pradesh and Gujarat where despite political upheavals, corruption, riots, etc, empowerment is coming to surface in terms of power decentralization at grass root level and the kind of power which common masses themselves enjoy now. Bihar thought it was lacking somewhere, the people changed its government for the issue of development and growth only and they succeeded, see the good governance in Gujarat which is laudable despite Narender Modi's fame and image among Muslims across India but at governance level it is quite satisfactory. Similarly in U.P and M.P the power vested to pradhans, counselors and panchayats and funds allocated for works are sufficient to make them feel really empowered. But all this is missing in J&K, no power at grass roots, but in few hands that use it and abuse it. For peace building is subservient to justice, every individual of the state needs to be empowered with certain things like sense of security, financial sources, right to expression and right to protest for his rights and above all good governance in the form of bringing all those culprits to surface who are responsible for massive HR Violations in the state especially in the worst turmoil hit Kashmir region and rehabilitating those who lost their property or dear ones in bloodshed and delivering justice to all and creating transparency in every sense and this all lies with the centre, which it need to address, if it is sincere in Kashmir issue even in the least bit without making any further delays. Suppression and subjugation has to be understood in terms of the brutal atrocities on unarmed civilians, rampant, unaccountable and rage growing arrests, government’s mishandling of crisis every time and lack of addressing the sensitivities of different sections especially youth who are never listened to and above all, lack of development in the state in terms of power decentralization which is no where but a simple rhetoric of panchayati Raj, a futile discourse and merely a yet another inter-party war of the indigenous power hungry chunk .


On the other hand ,the incessant demand for Azadi(freedom) which was declining till the recent past but the three summer unrest's including the current one which started over unprovoked firing on the protesters ,protesting over a fake encounter in a border area(Machil) of Kashmir. Azadi (freedom) has, candidly speaking, multiple dimensions though to hardliners it simply means freedom from India but to the larger section it means restoration of the 1953 position, which means internal genuine autonomy, keeping the state’s vulnerable geography into view and which is a tangible possibility rather than thinking of bifurcation or trifurcation of the state for the endeavor of sustaining peace. But the steps to build peace in the region are not keeping the pace ,which the situation demands at the moment, engaging people in commissions, reports, probes, establishing different committees and the most latest employing interlocutors to assess the grass root situation and indulge in a dialogue with common sections of the society is nothing but to delay the issue as history is the testimony that so far enormous probes and round tables have yielded nothing but talks and articles only, even the delaying could have been a fertile tactic but the distressing panic and violence, targeting innocent masses and troubling everyday life, turning the state into a police and military zone and more deadlier and unruly than the Auschwitz of Hitler, has brought the state to the brink of devastation ,trust deficit and general hatred for policy makers ,commissions ,dialogue, etc, which calls for an immediate but serious address without anymore deliberate delays. Talking to a larger chunk of well educated youth in the valley, almost all of them feel that behind every commission, report, talks, interlocutors are vested interests.PDP’s self rule, dual currency, Omar’s, even saying,


Kashmir is a dispute’ and centre’s subscribing to it, hartals and frequent bandh’s(calls for shut downs) by pro-freedom camp is nothing but a plethora of vested interests they all have, and there seems hardly any serious concern of helmsmen to solve it once and for all. Also majority of the people in the valley believe that centre too wants to keep the issue lingering and hanging, seeing Pakistan’s political and internal instabilities and being unwilling to them to talk on Kashmir has added more to the complexity of the problem. The approach of deconstruction is a prerequisite at the moment, which means J&K’s political, economic and social hegemonies need to be demolished and everything needs to be reconstructed on the lines of justice, modern planning and policy, mass centered political structure and empowerment to every nook and corner equally and partially, which only the centre and people of the state can do provided the graph of trust deficit is brought down considerably.
